D. SITUATION
The Ten Tribes in their Places of Exile were to be SEPARATE from Judah (i.e. the Jews), as it says:
Isaiah 11:
12 AND HE SHALL SET UP AN ENSIGN FOR THE NATIONS, AND SHALL ASSEMBLE THE OUTCASTS OF ISRAEL, AND GATHER TOGETHER THE DISPERSED OF JUDAH FROM THE FOUR CORNERS OF THE EARTH.
Rabbinical Commentators say this refers to the Lost Ten Tribes and to Judah as separate entities.
The "Outcasts of Israel" refers to the Ten Tribes who were cast out yet remained together in a few select places.

Amos (NKJV) 4:
1 Hear this word, you cows of Bashan, who are on the mountain of Samaria,
Who oppress the poor,
Who crush the needy,
Who say to your husbands, 'Bring wine, let us drink!'
2 The LORD God has sworn by His holiness:
'Behold, the days shall come upon you
When He will take you away with fishhooks,
And your posterity with fishhooks.
3 You will go out through broken walls,
Each one straight ahead of her,
And you will be cast into Harmon,'
Says the LORD.
The last section of this passage in the Hebrew actually says:
2 The LORD God has sworn by His holiness:
'Behold, the days shall come upon you
When He will take you away in fishboats,
And your posterity with large ships.
3 You will go out through broken walls,
Each one straight ahead of her,
And you will be cast towards the Mountains of Manae.'
Says the LORD.
Mannae was north of Assyria. It was an early region of Exile and the locale from where the Cimmerians and Scythians first appear in Assyrian records. One section of the Ten Tribes was cast out to this region and nearby places.
Another section was taken overseas by Philistine (Cypriote- MInoan) and Phoenician subsidiaries of the Assyrians.
They were sent to Spain, Ireland, Britain, France, and Scandinavia.
They were separate from Judah.
Judah and the Ten Tribes were to remain separate.
Isaiah 11:
13 THE ENVY ALSO OF EPHRAIM SHALL DEPART, AND THE ADVERSARIES OF JUDAH SHALL BE CUT OFF: EPHRAIM SHALL NOT ENVY JUDAH, AND JUDAH SHALL NOT VEX EPHRAIM.
Jealousy will continue to abide between these two until the Messiah comes, as it says:
[Isaiah 11:13]
"THE ENVY ALSO OF EPHRAIM SHALL DEPART, AND THE ADVERSARIES OF JUDAH SHALL BE CUT OFF: EPHRAIM SHALL NOT ENVY JUDAH, AND JUDAH SHALL NOT VEX EPHRAIM." (Midrash Tanchuma, VaYigash, 4).
In the future there will be peace between these two anointed leaders. They will not be jealous of each other. Concerning them, it says:
[Isaiah 11:13]
"THE ENVY ALSO OF EPHRAIM SHALL DEPART, AND THE ADVERSARIES OF JUDAH SHALL BE CUT OFF: EPHRAIM SHALL NOT ENVY JUDAH, AND JUDAH SHALL NOT VEX EPHRAIM ." (Midrash Brayshit Rabati page 147).
The Rabbis were saying that in the End Times Judah and the Ten Tribes will dwell together in harmony but until then they will not. Not only will the Ten Tribes and Judah not be together until the End Times but Judah (on the whole) will not even know who the Ten Tribes are!
Isaiah 28:
11 FOR WITH STAMMERING LIPS AND ANOTHER TONGUE WILL HE SPEAK TO THIS PEOPLE.
Most Israelites will not know Hebrew at that time. We see this from Isaiah 49:21 (quoted below) which speaks of the Jewish reaction when the Lost Tribes will return. Many Jews will be astounded and even perhaps slightly resentful since they will feel that Joseph at times of trouble could have been more positive.
Isaiah (NASB) 49:
21 Then you will say in your heart,
'Who has begotten these for me,
Since I have been bereaved of my children
And am barren, an exile and a wanderer?
And who has reared these?
Behold, I was left alone;
From where did these come?'
This verse from Isaiah speaks of THE RETURN OF THE LOST TEN TRIBES.
The Lost Ten Tribes will return. The Jews of Judah will meet the return of the Lost Ten Tribes with mixed reactions. They will find it hard to believe at first. They may even be a bit resentful at first.

The Midrash (Pesikta Rabati 32;10) confirms that this verse describes reaction of the Jews of Judah WHEN THEY SEE THE THREE EXILES OF THE LOST TEN TRIBES RETURNING!
The Lost Ten Tribes in their places of Exile will be associate with, or dwell alongside, Gentile Nations descendants of Gomer son of Japhet.
The Book of Hosea, especially ch.1, speaks of this in detail.
It describes how the Prophet Hosea was commanded to conjugate with a loose woman and brear children from her. The Children, from the context, PLAINLY REPRESENT three sections of the Exiled Lost Ten Tribes of Israel.
The Children are named "Jezreel" (Hosea 1: 4) i.e. "The LORD Has Scattered."
"Lo-Ruhamah" (Hosea 1:6) i.e. "Not be Shown Mercy."
"Lo-Ami" (Hosea 1:9) i.e. "Not My people."
These Three Names refer to Three Divisions of the Ten Tribes and not to Judah who is explicitly excluded from the equation:
Hosea (NASB) 1:
7 But I will have compassion on the house of Judah and deliver them by the LORD their God, and will not deliver them by bow, sword, battle, horses or horsemen.
In the End Times it is described how the Almighty has mercy on the Lost Ten Tribes:
Concerning Lo-Ami it is foretold:
Hosea (NASB) 1:
10 Yet the number of the sons of Israel
Will be like the sand of the sea,
Which cannot be measured or numbered;
And in the place
Where it is said to them,
'You are not My people,'
It will be said to them,
'You are the sons of the living God.'
Regarding "Jezreel" it says:
Hosea (NASB) 1:
11 And the sons of Judah and the sons of Israel will be gathered together,
And they will appoint for themselves one leader,
And they will go up from the land,
For great will be the day of Jezreel.
"Jezreel" can have three meanings:
In the First instance it meant
God will scatter" (1:4).
The Second time it is interpreted to connote:
God will Ingather" (1:11).
In the Third instance it is taken to mean, "God will sow" (Hosea 2:23).
This message of future reconciliation of the Ten Tribes is repeated in Hosea chapter 2:
Hosea (NASB) 2:
21 It will come about in that day that I will respond, declares the LORD.
I will respond to the heavens, and they will respond to the earth,
22 And the earth will respond to the grain, to the new wine and to the oil,
And they will respond to Jezreel.
23 I will sow her for Myself in the land.
I will also have compassion on her [Hebrew: "Rihamti"] who had not obtained compassion [Hebrew: Lo-Ruhamah],
And I will say to those who were not My people ["Lo-Ami"],
You are My people [Hebrew: "Ami"]!
And they will say, 'You are my God!'
From the union of Hosea emerged three children who are shown to represent the Lost Ten Tribes. The Prophet Hosea symbolizes the Almighty or Israel. According to the allegory that Hosea explicitly gives us, from his union with Gomer emerge descendants of the Lost Ten Tribes in their state of exile. This corresponds with our historical researches that show that Gomer is the Cimmerian and Scythian peoples. The Book of Hosea depicts the Ten Tribes in their Places of Exile as children of the Prophet Hosea and his wife Gomer daughter of Diblaim.
The three children begat by Hosea through Gomer have names representing the Lost Ten Tribes in their places of Exile. All the early places of exile of the Tribes were those of peoples identified with Gomer son of japhet son of Noah. The name "Gomer" in the Parabble of Hosea represents the Peoples of Gomer.
Genesis 10:
3 And the sons of Gomer; Ashkenaz, and Riphah, and Togarmah.
Rabbinic, Classical (e.g. Josephus), and early Christian Literature Gomer son of Japhet is linked with peoples that gave rise to the Germanic-speaking and Celtic nations. Here too, we find descendants of the Lost Ten Tribes. The Lost Ten Tribes were to be exiled, to be apart from Judah, not aware of their identity, not recognized as Israelites by Judah, and to be associated with Gentile Peoples mainly descended from Gomer son of Japhet.
