One More Identifying Mark of Judah (15 January 2017, 17 Tevet, 5777)
One of the Identifying marks of the Tribe of Judah is that they shall be rulers.
The Jewish people comprise the Tribes of Judah, Benjamin, and Levi, together with many from Simeon, Ephraim, and Manasseh, and Issachar, and representative minorities of all the the other Tribes.
There are also descendants of converts to Judaism. People who come from the Tribe of Judah itself may actually be a minority even though all the Jews are collectively referred to as Judah.
One of the identifying marks of the Tribe of Judah is that rulers shall come out of them.

This is correct.
Students of Jewish History and of the Holocaust etc are used to seeing the Jews as down trodden, persecuted, etc.
They fit points no. 4. Judah in Exile was to be persecuted: Zechariah 1:15, Zechariah 8:13, Isaiah ch.53, Isaiah 42:10, Psalm 44:22.
and 24. Judah - a Suffering People. It was indicated in the Psalms that Judah would suffer.
The Jews correspond to the Suffering Servant depicted in Israel 53.
Isaiah 53:
3 He was despised and forsaken of men,
A man of sorrows and acquainted with grief;
And like one from whom men hide their face
He was despised, and we did not esteem Him.

It was prophesied that the Jews would suffer and be persecuted BUT together with this individuals from Judah were always to be chosen as rulers throughout history.
Genesis 49:10 The sceptre shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh comes and unto him shall the gathering of the people be.
More correctly translated as saying:
Genesis 49:10 Tribal Identification shall not depart from Judah, nor a lawgiver from between his feet forever. Shiloh shall come and unto him and unto him shall the gathering of the peoples be.

The "Shelah" (Yishaiah Ha Levi Horovitz, b. 1558, Prague) on Genesis 48:27 saw this Prophecy as referring to Rulership and being fulfilled not only in the time of David and Solomon and in the future but ALSO even in the time of Exile:
# In each and every generation you will find in some country or other important [Jewish] people in the royal court. They who acquire favor in the eyes of Kings and princes. You may be certain that these are from [the Tribe of] Judah.
In every generation this is the case... if not in one place then in another, there will always be important people from Judah... rulership shall not cease from Judah...
This is true. It happens all the time. Jews often hold governing positions. It happens all over the place but we do not notice it. It happens naturally. There is no Conspiracy to this.
The Ukraine is an anti-Semitic almost Nazi-like place but they had a Jewish PM not long ago.
New Zealand is anti-Israel bastion. There are hardly any Jews there but they also had a Jewish PM not so long ago. Sometimes the Jews do not know they are Jewish or do not care about it. They may be the only Jews in thep lace but the prophecy still takes effect.
A Note on the Mother of Yair
Not only PM and government ministers but even on the local level this rule holds.
My mother was Jewish.
We lived in a country town, or rather small city, in Victoria, Australia.
I remember when I was growing up my mother started attending a womens social club. It was quite large and important at the community level.
The women were articulate, educated, socially concerned, mothers of families, owners of businesses, etc, and had had much experience in their lives.
They asked my mum to be their official head and she accepted.
My mother was a nice friendly woman but not necessarily exceptional.
The other ladies just thought they would like her to represent them.
My mother may well have been the only Jewish member they had.
They were mostly not aware that she was Jewish and it probably would not have made any difference to them anyway.
This is a phenomenon that repeats itself often. It too is a characteristic of Judah.
