You are referring to a commentary by the Sages according to which the Torah was offered to all nations but only the Israelites accepted it. This to my mind is figurative. It means that the soul of the Hebrew People would have agreed to keep the Torah if they had have been questioned on the matter. The other peoples were not so amenable.
A related concept is that we are all who we would have wanted to be if we had have known the options available. A person should know who they are and strive to do the best with what they have. That is what we are here for. In some cases drastic changes may be necessary. These however are exceptional. They should be considered “getting back on track†once the track we were supposed to be on is known to us.
