Does Israel expect the PA to accept the Kahanists, Hilltop Youth, and Lehava extremists that are in the settlements of the future Palestinian state?

Most settlers are not like that. Even so there are a few here and there. Meanwhile on the other side of the Jordan River, i.e. the East Bank, the population of Jordan is predominantly Palestinian. They tried to take over Jordan in the past, in September 1970. This is where the term "Black September" comes from. The Bedouin soldiers of the then-ruler King Hussein gleefully massacred them. Many then fled to Israel begging for protection and actually received it! Anyway there is a chance that next time they will be successful. In such a case there would be a Palestinian State, at least for a while. Eventually of course Israelite settlement will also reach into Jordan and elsewhere all the way to the Euphrates. This however will come from the Ten Tribes when they return and not from the Jews now dwelling in Israel and who will stay there forever. The Jewish Hill-Top youth and so on in the West Bank have not yet set up camp in Jordan. They are also unlikely to do so, but you newer know. Meanwhile the Bible indicates that Jews in the West Bank are not going anywhere but have come home to stay.
Joel (NASB) 4:
20 But Judah will be inhabited forever
And Jerusalem for all generations.
21 And I will avenge their blood which I have not avenged,
For the LORD dwells in Zion.
