East Jerusalem is the original area of Jerusalem. It is now mainly Arab apart from the Jewish Quarter in the Old City and a few Jewish enclaves in outlying areas (see map). West Jerusalem is mostly Jewish as far as its inhabitants are concerned. The properties themselves in West Jerusalem are to a large degree owned indirectly by the Roman Catholic or Greek Orthodox Churches. These areas include that of the Knesset building. It is claimed that the properties were formerly government property and were given to the Churches by the British just before the British left in 1948. Legally the Government of Israel could probably annul the said gifting but would not do so due to fear of international reaction. In practice this means the Municipality of Jerusalem cannot receive city taxes from the Church Properties and therefore must take its funds from Jewish residents only. Night clubs etc cannot be taxed because the official landlord is an emissary of the Pope in Rome. East Jerusalem where the Arabs live receives less municipal services but they also do not, on the whole, pay municipal taxes. Even if legally they could be taxed the taxation would be almost impossible to physically collect. Religious Jews or Jews who are plainly recognizable as Jewish cannot really go to many parts of East Jerusalem since they will be attacked or have stones thrown at them. The Arab population of East Jerusalem was immensely augmented after 1967 due to Arabs from Hebron, etc moving there en masse. This movement was subsidized heavily by Saudi Arabia and outside factotums. The intention to pre-empt Jewish attempts to reclaim their ancient God-given inheritance. Nevertheless, the time will come.
