Most Palestinians may be descended from local Muslims together with the descendants of many others who came in later.
It does not really matter, as explained below.
But first, a little demographics:

# Before 1800 there were not many people in the area that later became known as "Palestine." The region was ruled by the Turks. The Ottoman Empire began to disintegrate. Muslim populations were being expelled from the Balkans and from the Caucasus by Russia. Some of these people, along with others, were re-settled in the Land. After 1917 the British took control. The British and Zionists began to re-settle the Land. Many Muslims moved in looking for work. They came mainly from nearby areas such as from Egypt, Lebanon, Syria. There were also Muslim newcomers from as far away as Afghanistan and North Africa. At that time national consciousness among Sunni Muslims was not highly developed.

Palestinian Nationalism, as distinct from general Arab Muslim loyalty, developed in reaction to Modern Zionist activity. The early Zionists were in some cases socialist, secular, sexually liberated, educated, European, and culturally alien. They brought progress and economic advancement with them but also posed a threat in the eyes of the traditionalist Arabs.
Most of the British were actually pro-Jewish but there were also anti-Semites among them who helped stir up anti-Jewish feeling.
With the rise of Nazi Germany anti-Jewish sentiment grew throughout the world. This was especially true of Palestine and the Arab World wherein German agitators were active.
What percentage of the "Palestinians" were actually descended from local inhabitants as against Muslim immigrants has been debated.
The fact is that it does not matter much.
The Palestinians have become front-men for the Heathen World.
They are instruments of antagonism and opposition to the Jewish people and the State of Israel.
That is their only value.
For this reason they have been specially fed, bred, and led to serve as enemies of the Jews and pose as their victims.
In recent years numerous cases of suffering peoples have come to light. These are far worse than even the Palestinians claim to be. Nevertheless, nobody does anything. We hardly even notice them. For instance.

Why are the Palestinians so important?
There are now millions of refugees in Syria itself who ethnically are almost exactly the same as the Palestinian Arabs. No-one cares about them since Jews are not involved.
Major supporters of the Palestinians include the Arab Muslim countries, Pakistan, Germany, Japan, the EU in general, as well as China, and Russia. These nations due to their past history or present situation cannot afford to be openly hostile to the Jews. Concerning the European and American peoples they have within their own populations positive elements that would rather not participate in the modern day equivalent of an anti-Jewish pogrom. In addition, the English-speaking Anglo-Saxon peoples would not like it. The French, Scandinavians, and Dutch might be a little upset. These countries are themselves ambivalent concerning the Jews, their opinion may not matter much but they count for something. The Jews themselves once aroused in certain situations may also be a power to be reckoned with. All this mitigates against outright hostility to the Jewish State just because it is Jewish, so they go for the next best thing. They pretend to be concerned about the Palestinians. They encourage and enable the Palestinians to engage in anti-Jewish actions and to spread falsehoods and outright calumnies about the Jews in Israel. The Palestinians in effect get paid quite well for all this.
