Yes, the Caledones and the Picts were both Israelite tribes. It should be stressed, however, that they were two different people. The Caledones were not Picts. They arrived in Scotland from two different directions. The Caledones, who were considered a Germanic tribe (Tacitus, Agricola Chapter 11), seem to have arrived around 200 years before the Picts, and followed a separate migratory route.
The Franks and Picts are first mentioned in Britain in the reign of Diocletian [284-305]: the Attacotts and Scots under that of Julian (A.D. 360).

The confusion arises because, when the Picts arrived, the land was thereafter known as the land of the Pictii, and the Caledones were thereafter referred to by the general appellation of Pict. Likewise, when the Scots arrived, they were regarded as Picts:-
Cinaed mac Ailpan (858), the first 'Scot' who ruled in Pictland, is styled rex Pictorum by the annalists, and his three immediate successors get the same title. (Early Irish History & Mythology pp.372-3, Thomas F. O'Rahilly.)

 we have dealt in some detail with the Afghan claims to be descended from the Ten Tribes.
In recent times we have tended not to contest other claims to be descended from Israel but rather have concentrated on spreading proofs that the Ten Tribes are among western peoples.
It may be that in Afghanistan a small group of Israelites, or Jews, or Samaritans, or people who had partially converted to Judaism (or mixtures of them all) had become attached to the Pathan-Afghan tribal federation.
Consequently a few customs etc spread among them all. Research should be encouraged on this matter.
Nevertheless on the whole they are not to be identified with the Ten Tribes.
They do not sufficiently comply with the Needed Criteria.

On the other hand most peoples in the west do fit the Criteria though they need to greatly improve their aptitudes and attitudes in the relevant fields.
