The Return of the Lost Ten Tribes.

Isaiah (NKJV) 11:
12 He will set up a banner for the nations,
And will assemble the outcasts of Israel,
And gather together the dispersed of Judah
From the four  corners of the earth.
13 Also the envy of Ephraim shall depart,
And the adversaries of Judah shall be cut off;
Ephraim shall not envy Judah,
And Judah shall not harass Ephraim.

Ezekiel (NKJV) 37:
19 say to them, 'Thus says the LORD God: "Surely I will take the stick of Joseph, which is in the hand of Ephraim, and the tribes of Israel, his companions; and I will join them with it, with the stick of Judah, and make them one stick, and they will be one in My hand." ' 20 And the sticks on which you write will be in your hand before their eyes.
21 Then say to them, 'Thus says the LORD God: "Surely I will take the children of Israel from among the nations, wherever they have gone, and will gather them from every side and bring them into their own land; 22 and I will make them one nation in the land, on the mountains of Israel; and one king shall be king over them all; they shall no longer be two nations, nor shall they ever be divided into two kingdoms again.

Jeremiah (NKJV) 3:
18  In those days the house of Judah shall walk with the house of Israel, and they shall come together out of the land of the north to the land that I have given as an inheritance to your fathers.

Jeremiah (NKJV) 30:
3 For behold, the days are coming, says the LORD, that I will bring back from captivity My people Israel and Judah, says the LORD. And I will cause them to return to the land that I gave to their fathers, and they shall possess it.

Zechariah (NKJV) 10:
6  I will strengthen the house of Judah,
And I will save the house of Joseph.
I will bring them back,
Because I have mercy on them.
They shall be as though I had not cast them aside;
For I am the LORD their God,
And I will hear them.

Isaiah (ESV) 27:

13 And in that day a great trumpet [Hebrew: "shofar"] will be blown, and those who were lost in the land of Assyria [i.e. the Ten Tribes] and those who were driven out to the land of Egypt will come and worship the LORD on the holy mountain at Jerusalem.

Hosea 1:5 compared to Hosea 2:23. The Ten Tribes are "NOT Shown  Mercy" and "Not My People" but in the End Times will become "Shown Mercy" and "My People"!

Hosea (ESV) 1:
6 She conceived again and bore a daughter. And the LORD said to him, 'Call her name No Mercy,
 for I will no more have mercy on the house of Israel, to forgive them at all. 7 But I will have mercy on the house of Judah, and I will save them by the LORD their God. I will not save them by bow or by sword or by war or by horses or by horsemen.'
8 When she had weaned No Mercy, she conceived and bore a son. 9 And the LORD said, 'Call his name Not My People  for you are not my people, and I am not your God.'

Hosea (ESV) 2:
23     and I will sow her for myself in the land.
And I will have Mercy on No Mercy,
    and I will say to Not My People, 'You are My People';
    and he shall say, 'You are my God.'"

Explanation:
In Hosea 1:6 and 1:8 we see the Ten Tribes referred to as "No Mercy," and again as "Not My People." This does not include Judah since we see in 1:7 that Judah is EXPLICITLY EXCLUDED from the equation. It therefore means ONLY the Ten Tribes. They are the ones intended by the term "No Mercy." In Hosea 2:23 we find No Mercy (i.e. the Ten Tribes) becoming "Mercy" and "Not My People" becoming "My People."

The message of Hosea 2:23 is in effect a repetition with some additions of what was already said about re-unification in Hosea 1:10.

Hosea (ESV) 1:
10  Yet the number of the Children of Israel shall be like the sand of the sea, which cannot be measured or numbered. And in the place where it was said to them, 'You are not my people,' it shall be said to them, 'Children of the living God.' 11 And the Children of Judah and the Children of Israel shall be gathered together, and they shall appoint for themselves one head. And they shall go up from the land, for great shall be the day of Jezreel.
