It is forbidden to commit adultery but people do. The Bible condemns and warns Israel for this. We compare rates of immorality throughout the world with an emphasis on Israelite nations. The Bible tells us that we can rectify the wrongs we have done, turn back the clock, and reverse the negative dynamism we have released. Psalm 128 describes the reward we shall receive for doing the right thing.

1. Introduction
Promiscuity, Adultery, and NPEs are all interrelated. The following article shall discuss them. For those who are not up-to-date, an  "NPE" is an acronym for a Non-Paternal Event. This is a term used in DNA and genealogical studies when the putative father of a child is not the biological one. We study the whereabouts of the Lost Ten Tribes whom we find amongst western peoples. Our fields of interest include genealogy and the attainment of Biblical values. The question of infidelity therefore has some peripheral connection to our studies. It is also of interest in itself. It is however not something we wish to get weighed down in. If any of our readers have something to say on the matter please write to us.
There is a saying, "If it is worth doing, it is worth doing well".
Maybe.
On the other hand, something is better than nothing.
In other words if the choice is between doing a thing well and not doing it, and it is worth doing, then do what you can.
The article below should be considered a casual attempt to briefly discuss a worth while subject.

2. The Warning from Hosea
The Prophet Hosea spoke of the Israelites committing adultery.
Hosea 4:
14Â I will not punish your daughters when they commit harlotry, Nor your daughters-in-law when they commit adultery; For the men themselves go apart with harlots, And offer sacrifices with a ritual harlot. Therefore people who do not understand will be trampled.
15 Though you, Israel, play the harlot, Let not Judah offend. Do not come up to Gilgal, Nor go up to Beth Aven,
Nor swear an oath, saying, As the LORD lives.Â
daughters-in-law. The English translation here renders the Hebrew word 'calah' as bride. It also connotes daughter-in-law and that is how the word would be understood to most Modern Hebrew speakers and so we have preferred it. The message is the same: If your daughters and the wives of your sons are unfaithful nothing is certain.
What Kind of WARNING is This?
Is God saying that because the Israelites are sinning at present their family will do so as well? If their daughters-in-law take paramours it means that their sons will be cuckolds. Their grandchildren might not really be theirs. The message is one of cause and effect. If you allow yourself to sin when it is convenient for you then sin will be done against you when and where you least want it. It will be an outcome of the dynamism that you yourself may have created. It may be almost inevitable. It is like taking easy money then having to pay ten or a hundred times as much back.
On the other hand, we can learn something positive from this.
We may find ourselves placed in a situation where something forbidden is being offered to us. We may consciously have done nothing to really encourage the event. It could however be an outcome of things our forefathers did or acts we did in the past. By not giving in at the crucial moment we can turn the clock back. We may be able to rectify what should not have been done.
 Zeev Wiseman (in the Hebrew-language commentary 'Olam HaTanaach') points out that the father is commanded not to give his daughter over to whoredom,
Leviticus 19:
29 Do not profane your daughter by making her a prostitute, so that the land may not become prostituted and full of depravity.
 From this verse we learn the prohibition against sex before marriage and against sexual immorality in general. Both the male and female are commanded to abstain. Nevertheless the emphasis in Hebraic thought appears to be on the male more than on the female. With Arabs and most other peoples the emphasis of blame when sexual transgressions occur is placed on the female. Scripture requires both sexes to conduct themselves with restraint and propriety.
In the Bible adultery is often used as a simile for idolatry. GOD REFERS TO HIMSELF AS THE HUSBAND OF ISRAEL (Isaiah 54:5). When Hosea follows up his warning by saying "Though you, Israel, play the harlot, Let not Judah offend" (Hosea 4:5) it is a warning for the Ten Tribes not to missionize amongst the Jews. Judah is being spoken of here and also warned not to follow after the bad example of northern "Israel".

3. People Believe in Marriage and Want to be Faithful
Michael Gilding points out that the incidence of infidelity AND of NPEs is often exaggerated. The true figures are not as high as is often claimed.
He also quotes a study showing that MOST people believe in marriage and would prefer to be faithful to it.
# Our study shows that no matter how sexually active people are before and between marriages, no matter whether they lived with their sexual partners before marriage or whether they were virgins on their wedding day, marriage is such a powerful institution that, essentially, married people are nearly all alike - they are faithful to their partners as long as the marriage is intact.  #

In the United States, open marriages that tolerate extramarital sex are the exception. Most U.S. husbands and wives say that sexual fidelity is very important to a marriage (Blumstein and Schwartz 1983; Greeley 1991). Ninety-nine percent of married people in the United States say that they expect sexual exclusivity of their spouse, and 99 percent report their spouse expects the same of them (Treas and Giesen 2000). Abstract
There is a common view that misattributed paternity is widespread in Western societies, between ten and 30 per cent of all births. Such estimates are an urban myth. The actual evidence suggests that the true extent of misattributed paternity is closer to one per cent, and not more than three per cent.
There have been a number of other studies since 1991. Le Roux, Pascal, David and Moisan tested DNA markers in 89 nuclear families in France in 1992 in the course of genetic testing. Of the 362 children tested, there were 10 who could not have been the offspring of their declared fathers, corresponding to a non-paternity rate of 2.8 per cent.17 Sasse, Muller, Chakraborty and Ott tested 1,607 Swiss children and their parents for CF and bone marrow transplantation in 1994. They reported 11 exclusions, amounting to 0.68 per cent of their sample, suggesting a maximum non-paternity rate (given undetected exclusions) of 0.78 per cent.18 Cerda-Fores, Barton, Marty-Gonzalez, Rivas and Chakroborty tested 396 Mexican newborn babies and their parents in 1999, on the basis of which they estimated a non-paternity rate of 11.8 per cent. They also found significant variation by socio-economic status (SES), whereby misattributed paternity was most common among those of low SES and least common among those of high SES.19

These figures have been repeated in other studies.
Overall NPEs in the USA are ca. 12% for Mexicans, ca. 10% for children of married Afro-Americans, ca. 3% or less for white Americans.
France less than 3%, Switzerland well under 1%, UK more than 3%. Social Economic Status and Religion or lack of it are strong factors.

5. Observations
(a) Even in Suspicious Circumstances the Father Usually Really is the Daddy!
In deciding whether or not a child is the offspring of his putative father Jewish Law assumed, barring other factors and additional information, that in general a child may be assumed to be the seed of his legal father. Even when a woman commits adultery her legal husband probably has more sexual encounters with her and therefore more chance (if he is fertile) of being the impregnator. In addition an adulteress will usually attempt not to get pregnant from extra-marital affairs. Until recently paternity tests were expensive and potentially embarrassing. They would usually be undergone by fathers who strongly suspected the child was not their own. Statistically in the UK and USA they were right in only 20 to 30% of the cases. Most of the time they were wrong!
(b) The Adulteress is Seeking an Improved version of her husband!
John Hulley told us that when a woman commits adultery she often prefers a partner similar to her husband in appearance and in other ways. This is borne out from general observation. There was even a film in which such a circumstance was depicted. Perhaps the woman is looking for an improved version of "hubby"?
(c) Infidelity Runs in the Family!
On a DNA Discussion group a prominent genealogist said that in cases under her observation NPEs were to be expected every few generation in certain lineages. It ran in the family and was to be expected! For other lineages it very seldom or never happened.
I met a girl once who was pregnant. She was not certain who the father was. It could have been one of two of her partners. She herself was the daughter of either of two men but not sure which one.
On different occasions I met two males who were adopted children. They themselves fathered children and gave them up for adoption.
Similarly in families where one member commits suicide a close relation is liable to do so later at a higher rate than would otherwise be expected. This is not inherited behavior but it is a  negative learning pattern.

6. Males versus Females.
The Sages quoted a popular saying that when a man fornicates so does his wife. This  may be seen in the case of Muslims and others.
Nevertheless in traditional and western societies the woman is expected to be more faithful than the man is.
In more normal societies such as those of western countries about 40 years ago there was a recurring pattern concerning promiscuity in general. [This was the case in both Israel and Australia and probably everywhere else.]
If about 50% of the boys had sex before marriage only ca. 20% of the girls did. This meant that the minority of females who had had sex had had them more than twice as much as the boys had. Less girls were immoral but once they had begun they kept going. They had had on average 2 to 3 more encounters than their male paramours.
The same probably applies in the case of adultery.

29,000 people in 36 countries were interviewed by Durex, the condom manufacturer. They found that the following people were the most likely to cheat and commit adultery. All in all, 50-65% of husbands and 40-55% of wives have an affair before they are 40.
1. Nigerian women:
62% of Nigerian women are unfaithful.
[A correspondent from Africa claimed that in Nigeria the Yoruba were probably the worst. They also said that figures apparently had not been taken from Ghana were the rate of adultery was higher, the women being proud of it.]
2. Thai women:
59% of women living in Thailand admitted to cheating on their husbands. The rules seem more relaxed in Thailand than they are in the West. Many husbands even allow their wives to commit adultery.
3. British women:
A UNLV article on infidelity and extramarital affairs noted that Britain have cases at a rate of 42%, The country experiences a high rate of women cheating.
4. Malaysian women:
33% of Malaysians are known to cheat. 39% of the Malaysian women, in particular, are known to betray their marriage vows. It was also revealed that Malaysian men have on average 3 sex partners.
5. Russian women:
33% of Russian women are known to be cheaters.
6. Singaporean women:
Durex also established that 19% of women in Singapore are known to be unfaithful. Singapore men are known to have up to 16 sex partners, which explains why the country has 19% unfaithful women.
7. French women:
Women in France are 16.3% likely to commit adultery. Men are 22% likely.
9. Italian women:
14% of married women in Italy admitted to having an affair once during their married life.
10. Indian women:
Indian Women are also known to be adulterous.

From memory there was a report that, contrary to the above rate of only 14%, Italian women had the highest rate in Western Europe. The Germans were close to them. French women contrary to their stereotype, were relatively faithful on average.

This is somewhat surprising and may need revision.
If concerning the USA we were to relate only to white citizens then the rating would probably place them between Belgium and France.
The above rating concerns perceived sexual morality. Other issues such as homicide, violence, theft , etc, would naturally give different results.
The  whites of South Africa may be on a par with  New Zealand.  Australia in the above list is lower that we thought it would be.
This rating too may need to be revised.

Another points is that things are changing for the worse quickly, everywhere. [Israel may be an exception.]
Ireland in 1980 had only 5% of its births to unmarried women but by 2007 it had jumped to 33%. Comparable rates were Norway 15 to 54%; France 11 to 50%; Netherlands from 4 to 40%.

The rate of non-paternity is commonly quoted to be around 10%.[2][3][4] However, a 2005 scientific review of international published studies of paternal discrepancy found a range in incidence from 0.8% to 30% (median 3.7%), suggesting that the widely quoted figure of 10% of non-paternal events is an overestimate. In situations where disputed parentage was the reason for the paternity testing, there were higher levels; an incidence of 17% to 33% (median of 26.9%). Non-paternity rates appear to be substantially lower in some populations. The Sorenson Molecular Genealogy Foundation, which is based in Salt Lake City, now has a genetic and genealogical database covering almost 100,000 volunteers, with an overrepresentation of people interested in genealogy. In fact, although French presidents seem to have an infidelity record approaching 100 per cent, ordinary Frenchmen claim to be quite faithful. In a 2004 national survey, just 3.8 per cent of married men and 2 per cent of women said they had had more than one sex partner in the past year (the best approximation of infidelity) -- fewer than in similar surveys in the U.S. and the U.K.
Just 3.9 percent of married American men said they'd had more than one partner in the last year, according to the 2004 General Social Survey carried out by the National Opinion Research Center. Even in wealthy countries where the taboo on cheating is weaker than in the U.S. -- Australia, Switzerland and Italy, for instance -- husbands claim to be quite faithful too.
