Did the Prophet Joel Predict that the Holy Name will be used again?
In the past it was possible to pronounce the name of God.
This was abused. The neighboring Edomites, ancestors of the Romans, even took to using the sacred name for their own deity. The Roman idol name "Jove" uses the same Hebrew-letter-equivalents (YVH) as the name of the Almighty.
For this and other reasons the further pronunciation of the Holy Name was forbidden. This had been prophesied.

"This is My name forever, and this is My memorial to all generations" (Exodus 3:15).
The word translated as "for-ever" above in Hebrew is "Le-olam" which may be read as "le-elam" meaning to be hidden, or to hide. The name was meant to be hidden at a future date."This is My name to be hidden".
"To all generations," in Hebrew "le-Dor Dor," which can also be understood to sat "from one generation to another." At firsdt the name was used in general, then its usage was tob e forbidden, and towards the end it will again be used by those who merit it.
In the future the Holy Name will again be in usage but until then it is forbidden to use it.
The Prophet Joel Prophesied about this:
Joel (TCT Tanak) 3:
1 AND IT SHALL COME TO PASS AFTERWARDS THAT I WILL POUR OUT MY SPIRIT UPON ALL FLESH, AND YOUR SONS AND DAUGHTERS SHALL PROPHESY; YOUR ELDERS SHALL DREAM DREAMS, YOUR YOUNG MEN SHALL SEE VISIONS.
2 AND EVEN UPON THE SLAVES AND THE MAIDSERVANTS IN THOSE DAYS WILL I POUR OUT MY SPIRIT.
3 AND I WILL PERFORM SIGNS IN THE HEAVENS AND ON THE EARTH: BLOOD, FIRE, AND PILLARS OF SMOKE.
4 THE SUN SHALL TURN TO DARKNESS, AND THE MOON TO BLOOD, PRIOR TO THE COMING OF THE GREAT AND AWESOME DAY OF THE LORD.
5 AND IT SHALL COME TO PASS THAT WHOEVER SHALL CALL IN THE NAME OF THE LORD SHALL BE DELIVERED, FOR ON MOUNT ZION AND IN JERUSALEM THERE SHALL BE A DELIVERANCE, AS THE LORD SAID, AND AMONG THE SURVIVORS WHOM THE LORD INVITES.
This is the whole of Joel Chapter 3 as printed in the Hebrew Bibles now employed. In Christian Bibles such as the KJV Joel ch.3 continues from Joel 3:6 up until Joel 3:21 which is the end of the Book. In the Hebrew Printewd versions Joel 3: 6 becomes Joel 4:1 up until the end of the book. In other words the same verses are there but they are listed differently.
This message according to its simple meaning is addressed to the Jews of Judah and Jerusalem in the End Times.
The expression "WHOEVER SHALL CALL IN THE NAME OF THE LORD " (Joel 3:5) according to a Midrash (quoted by Rabbi Matis Roberts, Artscroll Commentary) should be read from the Hebrew as saying "Whoever adopts the Merciful Qualities of the Almighty."
Others say it means that wherever we may be we must trust in the Almighty and thus we will saved.
Alternately this will come about after the Almighty has poured out His spirit (3:1,2) and at that time it may be possible to once again Pronounce the Name as in former days. At that time among the perople spoken of there will be many who will have the gift of Prophecy and others who are close to it. This IS NOT THE CASE TODAY!
The Commentary MALBIM (Rabbi Meir Lob Ben Yehiel Michal Wisser, 1809-1879) speaks of this:
Joel (TCT Tanak) 3:
1 AND IT SHALL COME TO PASS AFTERWARDS (a time will come when they will know HaShem with a clear knowledge. The Almighty will be among them. This will be at the End of Days THAT I WILL POUR OUT MY SPIRIT UPON ALL FLESH, AND YOUR SONS AND DAUGHTERS SHALL PROPHESY; YOUR ELDERS SHALL DREAM DREAMS, YOUR YOUNG MEN SHALL SEE VISIONS......
5 AND IT SHALL COME TO PASS THAT WHOEVER SHALL CALL IN THE NAME OF THE LORD SHALL BE DELIVERED. He (who calls to God) will be saved and evil not rule over him. This will take place in two ways: (1) FOR ON MOUNT ZION AND IN JERUSALEM THERE SHALL BE A DELIVERANCE. Everyone there shall be saved. ... (2) In other places not all of them will survive except for those AMONG THE SURVIVORS WHOM THE LORD INVITES. These are the Righteous Ones, all who call unto the Almighty and pray to HIM.
