1. The BAV (Brit-Am Version) of Genesis 49:22.

Brit-Am Version (BAV).
Genesis (BAV) 49:
22 A FRUITFUL SON IS JOSEPH, A POWERFUL SON WITH THE EYE ABOVE,
THE DAUGHTERS MARCHED ACCORDING TO  THE (commands of) THE BULL.

Expanded (EBAV) version:
22 A FRUITFUL SON IS JOSEPH, A POWERFUL SON WITH THE EYE (of  Providence) ABOVE,
THE DAUGHTERS (Peoples of the world) MARCHED (conducted themselves) ACCORDING TO THE (commands of) THE BULL.

Descendants of Joseph (Ephraim and Manasseh) gave rise to the Western English-speaking peoples. These controlled a good portion of the world's peoples and still are the most influential among them. This applies when we view the British and their Empire and the US of America Hegemony as one entity spoken of in Prophecy.

2. Preliminary Anecdote: Gold Nuggets and Other Gems in the Wild Bush of Australia.

Yair Davidiy grew up in the Province of Victoria in Australia. In the past several areas of Victoria witnessed local discoveries of gold  with newcomers flooding in searching for the yellow metal.

cf.

# History of gold mining in Victoria.
https://resources.vic.gov.au/geology-exploration/minerals/metals/gold/gold-mining-in-victoria
Victoria is a world-renowned gold province and our history is closely connected to gold mining.
Gold discovery at Ballarat in 1851 sparked Victoria's famous gold rush. An estimated 6000 diggers (miners) arrived each week seeking their fortune.
Ballarat was considered the world's richest alluvial goldfield during its peak between 1852 and 1853.
Gold rushes brought immigrants from all over the world to Victoria. Over the space of one-year, nearby Bendigo was transformed from a sheep station into a bustling town of 40,000 people. #

In Ballarat were found the two largest gold nuggets ever known the "Welcome Nigget" (1858) and the still bigger "Welcome Stanger" (1869).

The Welcome Nugget "was found in 1858 at the diggings of Ballarat, Victoria. The proprietors of a "hole" went away to lunch, leaving a hired man digging with a pickaxe. After the pick struck something, the workman dug around it to see what it was, then he fainted. The owners returned and, believing the prostrate man to be dead, one of them jumped in, turned him over, and also fainted. Both of them were dragged out and digging was wildly begun for the nugget, which lay partly exposed. The mass was so great that the men at first thought they had struck a reef of pure gold."

The Welcome Stranger was
"Found only 3 cm (1.2 in) below the surface, near the base of a tree on a slope leading to what was then known as Bulldog Gully, the nugget had a gross weight of 109.59 kilograms (3,523.5 ozt) (241 lb 10 oz). Its trimmed weight was 78 kilograms

Apart from gold nuggets numerous other precious metals and gem stones have been found in Australia sometimes in ways indicating that not only is diligence required but also "luck" meaning Divine Providence.
A valuable item can be lying in plain sight (or almost in plain sight) in places where numerous other have passed by, searching for something like it, and not noticed it until by chance one of them does.
In the mining circles of Australia a lot of wild tales and legends (some of them true) circulate on this matter. It sometimes seems as if the item in question was virtually "waiting" for its finder to stumble over it.

The Point Being:
We came across an explanation for a difficult verse that had occupied exegetes and savants for centuries. No-one else seems to have thought of the answer we now have. It would seem however that this solution of ours fits the Hebrew text and background as well as, or better than, the others!

3. The Verse Translated.

Brit-Am Version (BAV).
Genesis (BAV) 49:
22 A FRUITFUL SON IS JOSEPH, A POWERFUL SON WITH THE EYE ABOVE,
THE DAUGHTERS MARCHED ACCORDING TO  THE (commands of) THE BULL.
(The "bull'  is Joseph).

Expanded (EBAV) version:
22 A FRUITFUL SON IS JOSEPH, A POWERFUL SON WITH THE EYE (of Providence) ABOVE,
THE DAUGHTERS (Peoples of the world) MARCHED (conducted themselves) ACCORDING TO THE (commands of) THE BULL (i.e. of Joseph).

Other Translations:

1. Genesis (TCT) 49:
22 A CHARMING SON IS JOSEPH, A SON CHARMING TO THE EYE; [OF THE] WOMEN, [EACH ONE] STRODE ALONG TO SEE HIM.

2. Genesis (NKJV) 49:
22 JOSEPH IS A FRUITFUL BOUGH,
A FRUITFUL BOUGH BY A WELL;
HIS BRANCHES RUN OVER THE WALL.

3. New Living Translation (NLT)
JOSEPH IS THE FOAL OF A WILD DONKEY, THE FOAL OF A WILD DONKEY AT A SPRING ONE OF THE WILD DONKEYS ON THE RIDGE.

4. English Standard Version (ESV)
JOSEPH IS A FRUITFUL BOUGH, A FRUITFUL BOUGH BY A SPRING; HIS BRANCHES RUN OVER THE WALL.

5. New American Standard Bible (NASB)
JOSEPH IS A FRUITFUL BRANCH, A FRUITFUL BRANCH BY A SPRING; ITS BRANCHES HANG OVER A WALL.

JPS Tanakh 1917
JOSEPH IS A FRUITFUL VINE, A FRUITFUL VINE BY A FOUNTAIN; ITS BRANCHES RUN OVER THE WALL.

For the monument we can dismiss no.3, the NLT. Most other translations are similar to each other. Translators naturally copy one another but they do so after having considered  the text and found what they do chose to be appropriate.

4. The Verse Explained - a. The Eye of Providence.

Let us take the ESV and analyze it:
JOSEPH IS A FRUITFUL BOUGH, A FRUITFUL BOUGH BY A SPRING; HIS BRANCHES RUN OVER THE WALL.

In Hebrew it says "Ben porat Yosef, ben porat ali ayin, bnot tsadah ali shor."

"Ben" means "son of."
"porat" means "fruitful". It can also connote "powerful."
The expression is repeated so we applied first one meaning then the other. This is what Scripture does.
"Porat" is often translated as a "fruitful bough."  This is consistent with the Aramaic Translation of Onkelos, the Commentary of Iben Ezra (1089-1167) and according to "Daat Mikra" has parallels in Arabic.
These are serious sources but we do not have to accept them.

"ali ayin"  is usually understood to mean "by a spring." "Ayin" however can also mean "eye" and indeed "ayin" is probably the Hebrew sources for the English word "eye."

ali ayin - above the eye Talmud (beracot 2;a).

"Ali" can mean "above" or underneath" according to the context.
We therefore rendered it, "WITH THE EYE (of Providence) ABOVE," as depicted in the Great Seal of the USA.
The English-speaking nations of British descent and the USA represent Joseph in our time.

5. The verse Explained - A  Homiletic Excursion.

The second part of the expression in Hebrew is:
"bnot tsadah ali shor"
"Bnot" means daughters.
Other commentators claimed that it means "branch" i.e. the branches of the "port" when understood to mean "fruitful bough."
This perhaps is inspired by parallels in Arabic. In Biblical Hebrew however I could not find any such rendering. Even if one exists it would not be the most common and obvious one which is "daughters."
Some of the regular translators also render "bnot" as "daughters."

Let us consider no.1 Genesis (TCT) 49:
22 A CHARMING SON IS JOSEPH, A SON CHARMING TO THE EYE; [OF THE] WOMEN, [EACH ONE] STRODE ALONG TO SEE HIM.

This explanation is based on a Midrash but a Midrash can in some cases be more  homiletic than  explanatory. A Homily is intended primarily for spiritual edification rather than doctrinal instruction.
The Hebrew says: "bnot (daughters) tsadah (walked, marched) ali (to, or above, or under) shor (Shor can mean "wall" or it can mean "bull'.
Joseph was referred to as a "shor" i.e. as a bull, Deuteronomy 33:17.

The Midrash took the expression "shor" meaning "bull" (referring to Joseph) and also meaning "wall" and put them together. It tells us that:

Joseph was extremely handsome. The wife of his master attempted to seduce him. He was imprisoned in a kind of compound surrounded by a wall that could be walked along.
The daughters (women) of Egypt all wanted to look at Joseph so they would walk along the top of the wall to catch a glance of him!
This account is incorporated in:
no.1 Genesis (TCT) 49:
22 A CHARMING SON IS JOSEPH, A SON CHARMING TO THE EYE; [OF THE] WOMEN, [EACH ONE] STRODE ALONG TO SEE HIM.
cf.
Douay-Rheims Bible
JOSEPH IS A GROWING SON, A GROWING SON AND COMELY TO BEHOLD; THE DAUGHTERS RUN TO AND FRO UPON THE WALL.

As we said we do not accept this explanation as a literal one. It does however illustrate the use of Hebrew words that we have noted "ayin" as seeing in "BEHOLD," Joseph as Shor (bull) and as Shor also meaning wall.

6. "Daughters" means Nations of the World!
Genesis (BAV) 49:
22 A FRUITFUL SON IS JOSEPH, A POWERFUL SON WITH THE EYE ABOVE,
THE DAUGHTERS MARCHED ACCORDING TO  THE (COMMANDS OF) THE BULL.

Here and there in scriptures offshoots of different nations are referred to as "daughters."
So too, in the aggregate the expression "daughters" means "Peoples of the Earth."

Song of Solomon (TCT) 2:
7 I ADJURE YOU, O DAUGHTERS OF JERUSALEM, BY THE GAZELLES OR BY THE HINDS OF THE FIELD, THAT YOU NEITHER AWAKEN NOR AROUSE THE LOVE WHILE IT IS DESIROUS.

Commentary of Rashi (1040-1105) I ADJURE YOU.  -You - Peoples (of the world).

Midrash Shemot Rabah 23:10.
https://www.sefaria.org.il/Song_of_Songs.1.5?lang=he&with=Midrash&lang2=bi
alternately daughters of [benot] Jerusalem Rabbi Yochanan said: Jerusalem is destined to become a metropolis of all the lands, as it is written: Ashdod and its daughters [benoteha]  - environs (Joshua 15:47).

Midrash Shemot Rabah 2:18  DAUGHTERS OF [BENOT] JERUSALEM ...., RABBI YOSE SON OF CHANINAH SAID: TWO OATHS ARE ENCOMPASSED, HERE ONE TO ISRAEL, AND ONE TO THE PEOPLES OF THE WORLD...

Our explanation of these verses is therefore compatible with accepted meanings of the words.
