In  Biblical terminology a "king" is a head of state.
It does not matter whether he is hereditary or not.
A king is a ruler and not just a titular figure.

Nevertheless, an hereditary ruler is extra potent.
Even if in practice he has very little say in what goes on the title still counts for something.
He represents the nation.

The Bible promised that decendants of  Israel  would have "Kings,"  This could be taken as refering to national leaders in general. Nevertheless, hereditary monarchs add something to the concept.
