How will you be able to tell if a western person is a Hebrew or not?

We can tell up to a limit. It remains however for the western person in question to make up the difference!
We can show from the Bible and secular sources how members of the Ten Tribes were dominant in certain areas. Statistically this will mean that they who come from the said regions almost certainly are descended from Israel in the aggregate.
At the individual level it may be that no-one can be sufficiently certain but rather only have a fairly positive inner assurance on the matter. This is how Divine Providence evidently wants it to be at this stage.
The individual who is interested and feels that they are probably of Israelite origin needs to inform themselves of research on the subject.
They need to study the Biblical and secular proofs.
To learn Biblical matters in general.
It is necessary to seek guidance from God as we all do.
Here in Brit-Am we try not to get too religious with people because of denominational issues and theological questions.
Also we ourselves may not have a calling beyond the field we are already active in.
Nevertheless, the fact remains. We ALL need to seek guidance from the Almighty.
That is why the subject arises.
God calls each one of us.
HE also calls out to our peoples in general.
In the State of Israel the Rabbinate decides who is Jewish. That is how it should be or rather the best that can be done under the circumstances.
Challenges to the Rabbinate on this matter are negative and negate the Bible.

The Israelite nation is comprised of Jews and those of Israelite descent who are not Jewish.
The Rabbinate decides who is Jewish. They have a Mandate to do so. The Rabbinate is not involved with deciding who is an Israelite, No-body can make such a decision but each one of us can draw closer to achieving an answer. Brit-Am/Hebrew Nations is there to help along this pathway.
We cannot say for certain who is of Israelite descent and who is not.
We may however say who is probably Israelite and such people at the individual level have an obligation to help themselves fill in the gap. They should also help us strengthen what links exist and where possible reveal newer ones. Even so, a distance will always remain,
We all need to ask God to show us how to bridge the distance.
