I do not know what "public leaders in Israel" you are referring to.
"Miscegenation" connotes intermixture of races.

No public leader in Israel would speak against the intermixing of Jews from different backgrounds in a general sense. In individual cases it might be recommended that a person preferably seek to marry someone of their own kind. This however would not be because of ethnic prejudice but rather cultural considerations.
Perhaps the person making the question intended "intermarriage" with non-Jews rather than Miscegenation per se?
From a demographic point of view intermarriage usually leads to a loss of Jews. Most of the offspring, even when they are technically "Jewish," leave the Jewish People. There are other problems.
[Just for the record I personally am of mixed ancestry. I cannot afford to be prejudiced against anyone, but this is how it is.]
So too, abortions. Statistically if it were not for abortions the State of Israel would have replaced several times over the number of children killed in the Holocaust. Abortions are a bigger problem in Israel than intermarriage. Outside of Israel however intermarriage is causing an ongoing diminution of Jewish stock and gradual deletion of the Jewish People. Both abortions and intermarriage emanate from Secularization. From the point view of population numbers Secular Values have done more harm to the Jewish People than the Shoah did!
There is a Principle that where the Bible promises a blessing we too should endeavor to see the Blessing fulfilled.
