Wouldn't it be wise for Israel to halt settlement activities (construction of any kind) in exchange for the halt of payments to convicted murderers by the Palestinian Authority, as a precondition for peace talks?
Israel could do that.
The Israelis could also agree to slit their own throats. Then there would be no need for talks any more. There would be nobody to do the talking. That evidently is what the Palestinians really want. They can go on wanting it. They can continue to want it from somewhere else. Bavaria is nice, so they say. They could move there.
