The Kingdom of Semien' was in Ethiopia. It had been an independent domain of the Jews of Ethiopia until 1627. Geographically, it was part of Ethiopia. Palestine was part of the Land of Israel. According to the Bible, Palestine belonged to the Jews whereas Semien was not necessarily in the same category. There were other places around the world proposed at one time or other as an alternate Homeland for the Jews, e.g. Alaska, Northern Australia, Birobidzhan in eastern Siberia, Kenya, Patagonia, etc. See Proposals for a Jewish state - Wikipedia
None of these areas were suitable, neither did the Jews feel like populating them. After the State of Israel was established some of the Palestinians were placed in refugee camps. Still more remained in the areas of Judah and Samaria where complaints and protests were made about their situation. Many of them were being supported by the UN, the EU, Japan, Arab States, etc. Look at Gaza. The question may well be asked as to why these unfortunate people are not being re-settled in the regions previously proposed to the Jews? Why are they not being assisted to move to Birobidzhan, Patagonia, etc, or some such area? Why does the person who made this query not ask about the Kingdom of Semien being used to re-settle the Palestinians?
