Every now and again someone comes up with ideas such as the one you mentioned. I doubt that they are serious but they might be. The Palestinians however at an official level are not liable to accept any such arrangement no matter how good the deal might be. The Palestinian officialdom gets too much money from Germany, Japan, and mainly European entities (subjects of Edom, the twin brother and arch enemy of Israel) to compromise on anything. Most Palestinians as individuals would jump at the opportunity to move elsewhere if promised help in resettlement. It would in fact be easier to persuade the Palestinians to move to some place like Bavaria in Germany rather than a few miles away. It would also be better for them and better for Israel and everyone else. That would be a genuinely humane and workable solution.
