By Torah you presumably mean the Pentateuch i.e. the Five Books of Moses. These are the first five books of the Bible (Tanach). The Bible was written by Moses during the journeying of the Israelites through the Wilderness when they came out of Egypt and before entering the Land of Canaan. The Torah was written in stages as the commandments and injunctions were progressively revealed to Moses by the Almighty.
