I assume you are referring to Glen Beck referring to the spikes on the crown representing the Rays of the radiant face of of Moses after he had received the Torah.
Exodus 34:
29 When Moses came down from Mount Sinai, with the two tablets of the testimony in his hand as he came down from the mountain, Moses did not know that the skin of his face shone because he had been talking with God.
30 Aaron and all the people of Israel saw Moses, and behold, the skin of his face shone, and they were afraid to come near him.
31 But Moses called to them, and Aaron and all the leaders of the congregation returned to him, and Moses talked with them.
32 Afterward all the people of Israel came near, and he commanded them all that the Lord had spoken with him in Mount Sinai.
33 And when Moses had finished speaking with them, he put a veil over his face.
34 Whenever Moses went in before the Lord to speak with him, he would remove the veil, until he came out. And when he came out and told the people of Israel what he was commanded,
35 the people of Israel would see the face of Moses, that the skin of Moses' face was shining. And Moses would put the veil over his face again, until he went in to speak with him.

The Hebrew original has the word "karan" which is translated as "shone" ("the skin of his face shone" in Exodus 34:30).
This word literally connotes "radiate" but is derived from the root "KRN" which also gives the noun "keren" meaning horn.
The English word "horn"Â also comes from this Hebrew root "keren".
Jerome who translated the Bible from Greek into Latin while consulting Jewish Sages and the Hebrew text chose to render the word "karan" as was horned, cf.
Douay-Rheims Bible
# And Aaron and the children of Israel seeing the face of Moses horned, were afraid to come near # (Exodus 34:30).
Concerning the spikes or horns on the Statue of Liberty we are told that:

Nevertheless, Moses in Christian tradition was also depicted with horns.

Jerome chose the 'horned' translation as metaphor faithful to the text: a depiction of Moses' strength and authority, and a glorification of the Lord! Jerome even explained this in his accompanying commentary! [3]Horns were almost universally viewed by ancient civilizations as symbols of power, not as the negative or demonic symbols they became for Christians thousands of years later. For example, both Alexander the Great and Attila the Hun were described as wearing horns. Mellinkoff reminds us that horned helmets were often worn by priests and kings, with the horns connoting that divine power and authority had been bestowed upon them.
 Michelangelo in his Statue of Moses also depicted Moses with actual horns.

The statue has what are commonly accepted to be two horns on its head.[5][6][7][8][9]. The depiction of a horned Moses stems from the description of Moses' face as "cornuta" ("horned") in the Latin Vulgate translation of the passage from Exodus in which Moses returns to the people after receiving the commandments for the second time.[10] The Douay-Rheims Bible translates the Vulgate as, "And when Moses came down from the mount Sinai, he held the two tables of the testimony, and he knew not that his face was horned from the conversation of the Lord."[11
Anyway artists and sculptors and the like do not always constrict themselves to accepted doctrines.
The horns of Moses became part of artistic convention.
A crowned head with spikes emanating from it, representing the natural born rights of humanity, might just as easily be said to recall the radiating head of Moses.
Whether Glen Beck was technically exact on this point does not really matter.
The USA contains a significant proportion of descendants of the Ten Tribes of Israel within its population.
The historically important directive ethos of the USAÂ embraced an attempt to echo that of the Ancient Hebrews.
