What is more the only people nowadays who really adhere to these beliefs are to be found amongst Israelite nations, especially America. The principles apply not only to the Israelites in Israelite countries but to all their citizens. The Ten Commandments are express Israelite heritage even when the Israelites concerned are not on the whole aware of their Israelite origins. They are part of the Israelite soul. US legal principles are believed to be based on the Ten Commandments. "The Ten Commandments decorate the courtroom of the Supreme Court, directly above the bench where the Honorable Justices are seated". In the inner consciousness of many Lost Israelites from the Ten Tribes exists a yearning to return to the God of Israel and HIS Law.
One of the reasons the Ten Tribes were exiled was to bring them down to the level of Gentile non-Israelites and then elevate themselves upwards dragging the rest of mankind up with them.

Ultimately they will re-unite with Judah and once again be recognized as Israelites and keep the Torah. The Ten Commandments symbolize an inner recognition of this.

I think it's more likely that Northern Syria/Southern Turkey is the
location of Hala, Habor and Hara (could that be a corruption of
Harran?) that Afghanistan. Which is way outside the historically
acknowledged boundaries of the Assyrian Empire. It would also make more
sense with relation to a movement to NW Europe by the Cimmerians.

The places are the River Gozan, Hala, Habor and Hara, and the Cities of the Medes.
2-Kings 17:
6 In the ninth year of Hoshea, the king of Assyria captured Samaria; he carried the Israelites away to Assyria. He placed them in Halah, on the Habor, the river of Gozan, and in the cities of the Medes.
1-Chronicles 5:
26 So the God of Israel stirred up the spirit of King Pul of Assyria, the spirit of King Tilgath-pilneser of Assyria, and he carried them away, namely, the Reubenites, the Gadites, and the half-tribe of Manasseh, and brought them to Halah, Habor, Hara, and the river Gozan, to this day.
In addition Amos chapter 4 (see Brit-Am Commentary) refers to an exile over the sea as well as to the mountains of Mannae.
We have three groups of identifications:
a. Conventional, modern:
Places conflates the River Gozan and Habor with the Khabur River and the region of Gozan in northern Syria. Inscriptions from this area also testify to the presence of exiles from Samaria (northern Israel) in this region.
Also finds Hara in northern Syria or the region, not necessarily in Harran.
b. Talmudic
Identifies the River Gozan with the River Ouzan (also pronounced as Gouzan) in Azerbaijan.
Habor is equated with Adiabene.
Identifies the Cities of the Medes with Ecbarana (Hamadan), Characene, and other areas.
Additional identifications included Mannae (Sacasene, and Azerbaijan), and the Caucasus area, as well as Elam.
c. Yair Davidiy in "The Tribes" based on the Talmud, Ptolemy, and local tradition.
Our identifications agree with (b) above.
In addition we identify Hara with the ancient region of Haraiva (also known as Hara) on the present border area between Iran and Afghanistan.
Regarding the identification of the Ten Tribes with the Cimmerians both (a) and (b) are suitable. Perhaps (b) is closer.
Regarding the identification of the Ten Tribes with the Scythians in their later history (b) and (c) are most suitable.
Conventional Historians delineate the borders of the Assyrian Empire according to the Map you forwarded, which incidentally may be useful.
The Assyrian Empire according to our understanding was much greater:
The Assyrians ruled over Iran, Afghanistan, and parts (perhaps most) of India. They also extended through the Caucasus into what later became Scythian in southern Russia and Central Asia.
The Assyrian ruled over Spain either directly or through proxies. They also ruled in the British Isles, perhaps Ireland, Brittany, the North European coast, and Scandinavia. Again they made use of Minoan and Mycenean (Philistine) sub-agents along with Phoenicians and Northern Edomites (cf. Amos ch.1).
I could possibly write a book on it, and maybe I will.
