US Assistant Secretary of State for Near Eastern Affairs Barbara Leaf on Wednesday confirmed that the Palestinian Authority continues to make so-called 'pay-to-slay' stipend payments to terrorists and the families of terrorists who have killed Americans and Israelis.
Speaking at a Senate Foreign Relations Committee hearing on the Biden Administration's budget requests for the Middle East, Leaf was asked by Senator Ted Cruz (R-TX) about a report sent to Congress on Friday about Palestinian non-compliance with the Taylor Force Act, which prohibits US funding to the Palestinian Authority so long as it maintains its pay-to-slay program.
The Palestinian Authority makes official payments to Palestinian prisoners held in Israeli jails, the families of 'martyrs' killed in attacks on Israelis, and to injured Palestinian militants. The exact size of the program is disputed, but is estimated to be around $300 million annually, or nearly 10% of the entire Palestinian Authority budget, according to the Jerusalem Center for Public Affairs, an Israeli think-tank. The payments are higher than the average Palestinian wage, further incentivizing terrorist attacks.
Because the payments scale with the length of incarceration, a terrorist like Hakim Awad, who murdered five Israeli civilians, including three children, can expect to receive nearly $2 million while he serves his 130-year sentence as a reward for his actions from the Palestinian Authority.
The Taylor Force Act was named for a US army veteran, Taylor Force, who was killed in a Palestinian stabbing attack in Tel Aviv in 2016 in which 11 others were also injured. The attacker, 21-year-old Bashar Masalha, was killed by Israeli police, but his family receives a monthly payment from the PA's Martyr's Fund. The act prohibits all US aid to the Palestinian Authority so long as the stipend payments continue.
Palestinian Authority President Mahmoud Abbas has repeatedly rejected calls to halt the payments, which are enshrined in Palestinian law.
Cruz in his question said that even as the Biden administration agrees that the Palestinian Liberation Organization is a terrorist group, the administration continues to engage with their leadership.

Her nomination was criticized by Israelis and Americans, due to her self-identification as a "proud racist" and her comments about African refugees in Israel, including calls to expel them.

It depends how one defines Palestinian. If you mean anyone born in the area of Palestine, i.e. the Land of Israel in its constrained sense then most Jews in Israel are also Palestinians. This however is not the usually sense of the term as used today. 'Palestinian' in modern usage is someone whose parents or grandparents were of Arab culture, who identifies as Palestinian, and who is accepted as Palestinian by Palestinian society and recognized 'Palestinian' authorities. In effect the person concerned has to be a Sunni Moslem, to speak Arabic, and not be black though fairly darkish hues are generally accepted. He may look very white ('Caucasian') though most of his peers will not. Bedouin Arabs fit the necessary criteria but are accepted by other Arabs only with reservation.
Muslims comprised 17.9% of the Israeli population in 2019. Muslims in Israel also included Alawites, Circassians, Turks, Gypsies, Kurds, and others. These are not really Arabs and would not be counted as Palestinians by the others.
There is also the Druse community (143,000) whose members speak Arabic but do not identify as Arabic.
Christians:
In 2009, there were an estimated 50,000 Christians in the Palestinian territories, mostly in the West Bank, with about 3,000 in the Gaza Strip.
In the State of Israel there are about 185,000 Christians. Of these 80% are designated as Arabs. Many of them might self-identify as Palestinian but the mainstream Palestinians will not accept them unless they convert to Islam.
Muslims.
Islam is the second-largest religion in the State of Israel. "

.": Most of these use Arabic as a mother tongue and are Sunni Moslems. As we mentioned, all the others would not really be considered Palestinian by their peers.
West Bank - Judah and Samaria.
An estimated population of 2,747,943 Palestinians, and over 670,000 Israeli settlers live in the West Bank, of which approximately 220,000 live in East Jerusalem.
Total (Jews and Arabs) Population of Judah (including liberated Jerusalem) and Samaria is 3,417,943.
In other words if we exclude Jerusalem about 15% of the Population of Judah and Samaria is Jewish. If we include Jews living in "East" Jerusalem the proportion of Jews is more than 20%.
The Jewish percentage is actually much higher since the "estimated population" of 2,747,943 Palestinians" on the West Bank is inflated by more than a million.
For statistical purposes all persons who speak Arabic, regardless of religion or ethnicity, and who live in Israel or on the West Bank are considered Palestinians by m0st pundits.

In historical terms a good proportion of the so-called Palestinians were outside immigrants from Muslim countries. The 6.3 million 'Palestinians' in Arab countries have simply repatriated. The same applies for others in the 'Diaspora." That leaves us with ca. 7 million to 4 million speakers of Arabic we have to find homes for, in the same way as they were recently found for refugees from Syria.
