The Lost Ten Tribes are now to be found among Western Peoples.
Not every nation in the west may be identified as basically Hebraic according to Scripture.
Some are and some are not. Criteria exist that enable us to determine which peoples are of Israelite origin.

2. Queries on the Sabbath and the Sabbatical Year
Query:
Is there any difference between the Sabbatical year and the Sabbath?
 Also was the sabbath day observed during Babylon?ÂI remember in the Maccabee's they decided to fight on the Sabbath because they were getting slaughtered.Â
I know once they returned to the land it seemed that it was given strict following again. Any insight on this would be appreciated.

As I understand it the Sabbatical year in principle is connected to the Yovel (Jubilee Year).
The Jubilee ONLY applies when all the tribes are in the Land.
When part of the Tribes were exiled then the Jubilee ceased to be applicable from the Torah.
So did the Shemittah (Seventh year of Rest) Year.
But the Sages re-instituted the Shemittah (Seventh year of Rest) Year so that its remembrance not be forgotten.
Even though it was re-instituted by the Sages and therefore should not necessarily have been kept strictly in effect it was stringently enforced and kept by the people of Judah.
The incident described in 1-Maccabees2:35-39 where there were some who refused to fight on the Sabbath day
This was on the Sabbath Day which was always applicable from the Torah.
From the beginning it was strictly emphasized that anything connected with the preservation of life was permitted bon the Sabbath.
Why anyone even imagined that it was forbidden to fight (in time of danger) on the Sabbath day as related by the Maccabees is not clear.
1-Maccabees 2:
35 The soldiers attacked them immediately, 36 but the Jews did nothing to resist; they did not even throw stones or block the entrances to the caves where they were hiding. 37 They said,
We will all die with a clear conscience. Let heaven and earth bear witness that you are slaughtering us unjustly. 38 So the enemy attacked them on the Sabbath and killed the men, their wives, their children, and their livestock. A thousand people died.
39 When Mattathias and his friends heard the news about this, they were greatly saddened 40 and said to one another,
If all of us do as these other Jews have done and refuse to fight the Gentiles to defend our lives and our religion, we will soon be wiped off the face of the earth. 41 On that day they decided that if anyone attacked them on the Sabbath, they would defend themselves, so that they would not all die as other Jews had died in the caves.
It may be that due to persecution by the Seleucid Greeks and Jewish Hellenists the common people had forgotten what the Law was concerning fighting on Sabbath and some of them had the MISTAKEN notion that was forbidden.
