The eastern part of the Temple Mount is on the edge of a virtual Mountain Cliff overlooking a deep valley (The "Kidron"). There is a steep downward incline and little room to build.
Much of the small downward sloping area that does exist is taken up by a Muslim graveyard. (See Illustrations).

Hitler would have done whatever it takes. Speer testified to that:

I remember his reaction to the final scene of a newsreel on the bombing of Warsaw in the autumn of 1939... Hitler was fascinated. The film ended with a montage showing a plane diving toward the outlines of the British Isles. A burst of flames followed and the island flew into the air in tatters. Albert Speer (1905-1981) was an architect who served as the German Minister of Armaments and War Production in World War-2. He was quite close to Hitler who frequently consulted with him especially concerning Nazi monuments, and the future Classical Greek style reconstruction of Berlin. Britain would have been visited before the USA. This is assuming in a hypothetical situation that Germany got the bomb before the allies. If both sides had it Germany may have momentarily held back as it did concerning the option of poison gas and other matters.
