Just before and during WW2:

Britain and its Empire accepted 100,000 Jewish refugees. {The term "Empire" apparently incudes British Palestine}. The United States accepted 95,000 Jewish refugees. All the other countries in the world accepted 204,000 Jewish refugees between them. These are the figures. The world accepted ca. 400, 000 refugees but more than 6,000,000 were killed. The Jews were killed by shooting, gassing, other acts of violence, being deliberately starved and exposed to disease inducing conditions, and so on.

Continental Europeans, especially those in Germany, had been speaking of exterminating the Jews for more than a century beforehand.

Could more have been saved?

For the sake of Perspective the following 3 points should be noted:

(1) Victory was not as certain at the time as it now seems in hindsight. The Jews were expendable. To illustrate this consider the case of Australia. At one stage it looked as if the Japanese would overrun Australia. There were British leaders who considered this a conceivable option, i.e. concentrate forces elsewhere, let the Australians be conquered, and then liberate them afterwards. How many Australians would still be living and in what state they would then be in was another matter. The Australians were a white people of mostly British descent who had always served the British well and to whom many Britishers were related. Nevertheless, they were (in theory) expendable. If that is how the British related to ca. 7 million (1939) Australians, who were virtually their own people, what chance for extra consideration did the Jews have?

(2) Anti-Semitism was popular in Europe. Even among opponents of the Germans many were anti-Jewish. The Allies were wary of having the conflict depicted as a "Jewish" War.

(3) The Real Hoax - a pro-German Gambit. Certain Jewish circles claim that a chance existed towards the end of the War to bribe the Germans to let a large number of Jews go. My understanding is that there was never anything to this. It was a German bluff that even the Germans themselves never seriously related to.

What did the Allies do?

Positive Measures.

Turkey was officially neutral but inclined towards the Axis. Between 2,200 and 2,500 Turkish Jews were deported to extermination camps. Anti-Jewish laws were implemented. Jews were subjected to forced labor. The entire Jewish community may have been in danger. The USA warned Turkey to desist and some alleviation was effected.

Spain was a neutral nation. Many Jewish refugees fled to Spain. The Ruler of Spain asked Hitler to let him join the Axis. This was just before the Battle of Britain after which Franco changed his mind. About 7,500 Jews took refuge in Spain and another ca. 4,000 outside of Spain were granted Spanish diplomatic protection. At one stage Spain considered expelling the Jews but Britain warned her not to.

About 80% of the Jews in France were saved by French citizens.

Swiss and Swedish diplomats helped save tens of thousands of Jews and they did this in coordination with US authorities.

Negative Points:

Palestine. The British had been in Palestine since 1917. During this time the populations grew from ca. 20,000 to 445,000 in 1939. The British attitude towards the Jews varied from time to time but on the whole it was positive. In 1939 the attitude changed. The White Paper restricted Jewish immigration to 75,000 for five years after which the Arab Majority would have veto rights over it. PM Neville Chamberlain was partly responsible for this. He explained his attitude as saying that if he had to choose between Arabs and Jews he would prefer Arabs. Chamberlain had also delivered Czechoslovakia over to the Germans and after WW2 began he had still been open to negotiating with them.

The restrictions on Jewish immigration to Palestine were more or less enforced throughout WW2. Jewish attempts to illegally enter the Holy Land were suppressed. This is a matter for a separate study. Nevertheless, many Jews from Central Europe and the Balkans may have been able to escape to Palestine if allowed to do so by the British. A case in point is Bulgaria. The 48,000 Jewish residents of Bulgaria were discriminated against but still protected by their fellow citizens. Even so Bulgaria was formally an ally of Germany and had conquered areas of Greece and Yugoslavia. More than 11,000 Jews from these regions were delivered over to the Germans. There may have been a possibility at one stage to take some of these Jews to safety, possibly to Palestine. US President Roosevelt made inquiries but was told (probably honestly) by the British that no shipping was available.

Romania was also an ally of Germany. They carried out pogroms against Jews and delivered them over to the Germans but here and there were more variable in their attitude. Half the Jews of Rumania survived. An unseaworthy boat, the Struma, was purchased and in 1942 packed tight with ca. 800 Rumanian Jews. The Struma reached Istanbul, Turkey, and requested permission to continue to Palestine. The British refused. After days of negotiations the British acceded to the admission of some of the Children but notice of this did not reach the local Turkish authorities. They tugged the boat out to sea where a Russian submarine mistook it for an antagonistic Rumanian vessel and blew it up. 791 were drowned. Only 2 survived one of whom was shot to death by Turkish authorities on the shore. In Jewish eyes the British were to blame.

# Between 1939 and 1948, 118,228 Jews reached Palestine despite British restrictions, while, not subjected to any British quotas, an estimated 400,000 Arabs also chose to move there. #

Most of the Jews arriving came after 1945. From 1945 to 1948, some 80,000 illegal immigrants attempted to enter Palestine. About 49 illegal immigrant ships were captured and 66,000 people were detained. Some 1,600 others drowned at sea. A fierce struggle was conducted between the British and the Jews of Palestine over the admittance of Jewish Refugees. This was a direct outcome of the Holocaust but took place after it.

The question is:

In a Theoretical World, if the British and Americans had have done all they could to save Jews how many more would have survived than actually did so?

Some, such as W.D. Rubinstein, "The Myth of Rescue: Why the Democracies Could Not Have Saved More Jews from the Nazis," say it would not have made much difference apart from possibly a few thousand.

Most others disagree with Rubinstein but seem to exaggerate in the opposite direction.

It seems quite clear that if the doors to Palestine had have been open many more Jews could have been saved. Exactly how many however is a different matter. Possibly not as many as is often claimed.
No-one knows but if asked for an estimate I would put it at less than 30,000 which is still a lot. Even one is too many.

Anti-Semitism was present everywhere but so was sympathy for the Jews. Nether phenomenon should be ignored.
