10 THE SCEPTER [Hebrew: Shevet] SHALL NOT DEPART FROM JUDAH, NOR THE STUDENT OF THE LAW FROM BETWEEN HIS FEET, UNTIL SHILOH COMES, AND TO HIM WILL BE A GATHERING OF PEOPLES.
The other Tribes recognize the Jews as Judah. The word translated as "Scepter" in Hebrew is "Shevet" also connoting "Tribe." Jews have always beeen prominent in legislature and as Lawyers. All over the world and especially in the State of Israel numerous Religious Jews are "Students of the Law." From infancy they learn the Law of the Torah day and night. They exult in it. It heightens their life-source. It gives them the power to keep going. I live with them.see it.
Rabbi Menasseh ben Israel (1607-1657), explained the above verse (in his book "Conciliator") as:
Judah shall always be recognizable as an Israelite Tribe. The Hebrew word translated above as SCEPTRE is 'Shevet'. This also means 'Tribe' i. e. Tribal recognition of his identity would always remain with Judah.
"UNTIL SHILOH COME" is usually explained to mean the Messiah who will rule in the End Times.
The Messiah will enable individuals know what Tribe they belong to. [Malachi 3:3 Ezra 2:3, Maimonides, Mishneh Torah, The Laws of Kings, ch. 12, no.3]. Until then they will not know or at least not be certain. Also until then Judah will keep the Law. See also Isaiah 49:21 in point 12 below.
THE PEOPLE. In Hebrew "amim" meaning "peoples" in the plural. Peoples will gather unto the Messiah.
Throughout the Bible and especially in the Prophetic works there are references to Judah that cannot and could not be fulfilled by anybody but the present day Jews. It was prophesied that Judah would suffer for being Jewish, keep the law, eventually be acknowledged by his brother tribes and the world, and never depart from his basic truth. It was prophesied that the Ten Tribes would lose their identity and the opposite was said about Judah. Judah was to remain identifiable. The rest of Israel were not.

The Beginning
The People of Israel descend from the Patriarchs Abraham, Isaac, and Jacob. The name Israel was given to Jacob (Genesis 32:28, 35:10). There were Twelve sons of Israel who became the forefathers of Twelve Tribes. The Tribe of Joseph was split into two and is usually counted as two separate tribes, Ephraim and Manasseh. Joseph and after Joseph, Ephraim, was given the right of the first-born whereas the leadership was to come from Judah

1 AND THE SONS OF REUBEN, THE FIRSTBORN OF ISRAEL, FOR HE WAS THE FIRSTBORN, BUT WHEN HE DEFILED HIS FATHER'S BED, HIS BIRTHRIGHT WAS GIVEN TO THE SONS OF JOSEPH THE SON OF ISRAEL, BUT NOT TO BE RECKONED IN THE GENEALOGY AS FIRSTBORN.
2 BECAUSE JUDAH PREVAILED OVER HIS BROTHERS, AND THE ONE APPOINTED AS PRINCE WAS TO BE FROM HIM, BUT THE BIRTHRIGHT BELONGED TO JOSEPH.
Israel and his twelve sons descended into Egypt where their descendants were enslaved. Under Moses the Israelites came out of Egypt. They entered the Promised Land of Canaan and conquered it. King David, from the Tribe of Judah, established the capital at Jerusalem within which his son Solomon built the Temple. In the reign of King Rehoboam, son of Solomon, ten of the northern most tribes seceded and formed their own kingdom (1-Kings 12; 20-23), which was referred to as Israel (e.g. Hosea 5: 5). The remaining Tribes, Judah and Benjamin, who remained faithful to the House of David were called Judah. The modern Jews are mostly descended from former inhabitants of the Kingdom of Judah though many individuals from the northern seceding tribes also made their way south,
e.g.
2-Chronicles (NASB) 15:
9 AND HE [KING ASA OF JUDAH] GATHERED ALL JUDAH AND BENJAMIN, AND THOSE FROM EPHRAIM, MANASSEH, AND SIMEON WHO RESIDED WITH THEM, FOR MANY DEFECTED TO HIM FROM ISRAEL WHEN THEY SAW THAT THE LORD HIS GOD WAS WITH HIM.
In the course of time, these too became part of the Jewish nation. The two kingdoms of 'Judah' and 'Israel' continued to exist side by side for more than one hundred and fifty years. At times they co-operated and on other occasions they were hostile to each other. Eventually the Assyrians conquered the northern kingdom and exiled all of its inhabitants.
They disappeared to history but still remained. They are known as the Lost Ten Tribes of Israel.
